Concerns were raised over odour, littering and noise after the premises first applied to open until 3am at weekends.

An extension to the hours was reduced after an application was heard by a Leeds City Council licensing sub-committee.

The applicant, Muhammad Anas Mamoor, said the Roundhay Road premises was being refurbished.

He said: “I run this business to support my family.

“We are a food-only premises seeking modest additional trading hours.”

The application to vary the premises licence was supported by Labour ward councillors Asghar Ali and Salma Arif.

It was opposed by two nearby householders and the council’s environmental health team.

Councillors were told plans under previous management to upgrade the extractor equipment were refused by the council.

Gary Mann, a senior officer in the team, raised concerns over the existing extractor flue after he visited the premises.

He said: “The premises is located on an end terrace.

“There was quite a significant amount of smoke coming out of the existing stack.”

Mr Mann said the area suffered from a high level of anti-social behaviour and littering which residents were reluctant to report.

He said: “Unfortunately there are few measures that can be taken to reduce these issues.”

Councillors agreed to modify the licence, which previously allowed opening until 12.30am, following the hearing at Leeds Civic Hall.
