Phoenix House: Former NHS office building in south Leeds could be converted into 60 flats

A former NHS office building in south Leeds could be converted into 60 homes under a new proposal.

Phoenix House, a three-storey former NHS Shared Business Services office at Capitol Park (East) in Tingley, is the subject of a new planning application.

In a planning application lodged with Leeds City Council on December 3, Mr B Panesar and Stoddard Architecture seek consent to change the nearly 40,000 square foot building into one-bed residential units.

Drawings show 20 apartments per floor, all ranging from 44 to 60 square metres, as well as a reception and communal area. Outside, 48 general parking spaces, six disabled spaces, six visitor spaces and six electric vehicle charging points as well as secure cycle storage will be available.

In a supporting document, the applicant writes: “The application seeks consent for the change of use of Phoenix House from its current lawful Class E(g)(i) office use to 60 one-bed residential apartments (Use Class C3).

“Phoenix House is situated at 2 Sterling Way, at the entrance to Capitol Park East, approximately 6 miles south of Leeds City Centre. The building is a modern HQ-style office with a double-height atrium, air conditioning, raised floors, lift access, suspended ceilings with integral lighting, and extensive double glazing.

“The surrounding area is characterised by commercial uses including offices, hotels, restaurants, leisure facilities, and transport-related services. The site sits adjacent to the strategic M62/M1 motorway corridor, has strong public transport connections, and benefits from excellent accessibility by bus, cycle, and foot.

“There are no heritage constraints, conservation areas, ecological designations, or Article 4 Directions affecting the site. The proposals involve no external alterations to the building, thereby preserving the existing appearance of Phoenix House and its established commercial character.”

The full planning application can be viewed on Leeds City Council’s planning portal. Comments on the proposal should be submitted via the portal by Wednesday, December 24, 2025.
