Every week, Leeds City Council’s planning committee makes decisions on hundreds of planning applications.
These range from relatively small proposals, such as tree felling or house extensions, through to major developments involving several hundred new homes.
While some applications affect only the applicant, others can have a much wider impact on surrounding neighbourhoods and local communities.
Here are seven planning applications that were approved or refused by the council this past week:
You can find out more details about each planning application, and the reasons behind the decisions via Leeds City Council’s planning portal found here.

1. 26/00571/FU
Planning permission has been approved for the subdivision of the existing Emerald Lounge restaurant and shisha lounge at Unit 1 Roseville House, Cross Stamford Street. The scheme includes converting an outbuilding into a separate café (Use Class E), new glazed frontage, ramped access to raised decking, and installation of a black high-velocity extraction cowl. | Google

2. 26/00916/FU
Planning permission has been approved for the change of use of the ground floor at 156 Pudsey Road, Bramley, Leeds, from a former hairdresser (Use Class E) to a hot food takeaway (sui generis) and café with limited seating. Works include a new rear extractor flue and internal refit with kitchen, storage and serving areas. | Google

3. 26/01097/ADV
Planning permission has been refused for the installation of two digital LCD advertisement screens on a proposed Street Hub unit on the pavement at Roundhay Road, near the junction with Beck Road, Leeds (LS8 5RL). Refusal was based on concerns that the screens would add visual clutter and contribute to advertisement proliferation, and that their illuminated, high-attention design would distract drivers at a busy junction, posing a potential risk to road safety and public amenity. | Google

4. 26/00488/FU
Planning permission has been approved for a change of use of land at Tyersal Lane, Tyersal from agriculture to a mixed agricultural and dog exercising use. The scheme extends the existing Dogtopia business, creating an additional enclosed dog exercise field within the Green Belt, alongside a small parking area with hardstanding and access from an existing gated entrance. | Google

5. 26/00823/FU
Planning permission has been approved at Old Otliensians Rugby Club, Chaffers Field, Pool Road, Otley for redevelopment of the clubhouse. The scheme includes demolition of existing changing rooms/male toilets and construction of a single-storey extension providing upgraded facilities, including changing rooms, WC’s, referees’ room, storage and physio suite, along with a new entrance, patio area and rooftop PV panels. | Google

6. 26/01174/FU
Planning permission has been refused for development at 3 Oxford Road, Guiseley. The proposal sought to alter and convert the existing commercial premises to include residential accommodation with external and internal changes. Refusal was based on concerns that the scheme would result in poor-quality living conditions due to inadequate outlook, limited natural light and insufficient internal space standards, leading to substandard residential amenity for future occupants. | Google
