Plans for new 20 flats above Leeds restaurant and music shop on busy city centre street
The new proposal is being considered by the council
Twenty flats could be created above businesses on a busy Leeds city centre street if plans are agreed with the council.
Developer Empire Real Estate is seeking to convert the third floor of a four-storey commercial building at seven-25 Eastgate.
The new flats would be above existing ground floor units including Hobgoblin Music and Akbar’s restaurant.

A planning report said: “The proposed development is located within city centre of Leeds, located on Eastgate at the bottom of the Headrow.
“The ground floor retail space is to be retained. The current proposals indicate that the third floor shall comprise of 20 flats.”
An impact assessment checked whether people living in the upstairs flats would be affected by noise from below.
Consultancy firm Nova Acoustics found some passing traffic could be heard but the existing businesses would not disturb residents.
The report said: “This supports the suggestion that residential amenity at the site is unlikely to be adversely affected by entertainment noise sources.”
Floors separating the second and third storeys were off sufficient quality to block out internal noise.
Leeds City Council is considering a change-of-use planning application which is out for consultation until May 27.
