Plans submitted for assisted living flats on vacant Leeds brownfield site
A brownfield plot off Whitehall Road in south‑west Leeds could be transformed into assisted living flats under new plans.
Submitted to Leeds City Council on 25 March, the application by The Bridge Community Care Ltd seeks permission to develop eight assisted living units on land near the junction of the A58 Whitehall Road and Dunlop Avenue.
The scheme is intended to provide supported accommodation for adults with care needs, with staff on site to assist residents.

The proposed development would comprise eight units arranged across two blocks, along with associated access, parking and landscaping.
The buildings are designed at a modest scale to reflect the surrounding area, with a layout that prioritises accessibility and ease of movement for residents.
According to the applicant, the 0.24‑hectare site is currently vacant and overgrown, featuring a small area of hardstanding alongside areas of scrub. The applicant describes the site as previously developed land that is currently under‑utilised.
The two blocks would be set back from the road and accessed centrally from Whitehall Road. Plans include a landscaped verge adjacent to the existing footpath, as well as an internal footpath and carriageway to serve residents and staff.
Parking provision is included within the site, with provision for 16 car parking spaces and four cycle spaces for staff and visitors.
A design statement submitted with the application reads: “The proposal represents a sustainable redevelopment of a disused brownfield site of high design quality, providing a purpose‑built care facility that meets identified needs for specialist housing in Leeds district.”
It adds: “The scheme will create local jobs, deliver high‑quality design, and make efficient use of land in line with policies set out in the Leeds Development Plan and national planning guidance.”
The site was previously the subject of a planning application for nine homes, which was approved by the council in July 2025. Comments on the current application can be submitted until Tuesday, 28 April, ahead of an expected decision by Leeds City Council on May 20.
