Leeds - designation of the residential areas for Selective Licencing

Leeds City Council is introducing a Selective Licensing scheme for privately rented homes in parts of the city. Private landlords who rent out properties in the designated area will need to apply for a licence from the Council. This applies to all private rented properties in the area, with some exceptions.

The scheme covers parts of the Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Farnley and Wortley, Gipton and Harehills, and Hunslet and Riverside wards, starting on February 9, 2026 and continuing for five years.

Landlords who rent out a property that requires a licence without having one, or who breach the licence conditions, face enforcement action.
