Leeds City Council plans disposal of 42.5-acre Red Hall site for housing development

Leeds City Council has announced its intention to dispose of a large area of land at Red Hall, Red Hall Lane, as part of plans for future residential development.

The land, measuring approximately 42.5 acres, is proposed to be sold to BDW Trading Limited, a major housebuilder. The council has published the notice under Section 123 of the Local Government Act 1972, which requires local authorities to formally advertise disposals of land previously held for public use.

A detailed plan outlining the land included in the proposed disposal is available to view online via the council’s open space notices webpage or can be requested directly from the council’s Asset Management and Regeneration team. Members of the public can also inspect the plan in person at Merrion House during normal office hours.

Residents and interested parties are being invited to submit objections to the proposed disposal. Any objections must be made in writing and received by January 16, 2026.

The council has confirmed that parts of the land are, or have previously been, held under legislation connected to public health and open space use. If the disposal goes ahead, the land would be released from any trust requiring it to be held for public enjoyment.

However, the authority noted that the site was already appropriated from recreational use to planning purposes following a separate statutory process. That appropriation was advertised in October 2021, with no objections received, and was formally completed on January 10, 2022.

The proposed disposal is legally separate from both the allocation of the land for housing within the Leeds Local Plan and an existing planning application for residential development on the site, submitted under reference 21/04468/FU. The council has stressed that anyone wishing to object specifically to the land disposal must do so through the current consultation process.

The notice, dated December 13, 2025, has been issued by the City Solicitor on behalf of Leeds City Council.
